I think document/literal encoding requires it. Some of the toolkits
at least require it from my understanding as the validate the SOAP
packets according to the WSDL file. So if SOAP has to process the XML,
SOAP wants to know the legal structure of packets.
Putting XML in as a string means SOAP toolkits don't need any knowledge
about it.
