Let's get down off our soapboxes here!  Nobody blinked twice when we said
that "version=1.1" is mandatory or that "operation=searchRetrieve" should be
added to searches.  Every protocol specifies stuff that it thinks is
"right", even if not needed or used immediately.

Get over it and stick it in.

Nope.  Axis was perfectly content to pass me a null when I asked for the
SOAPAction.  A mandatory feature not enforced by this toolkit.  But I'm sure
I have mandatories that I don't enforce.  Anyone else?
