Theo -- I think you may have misunderstood. The schema is still http://www.loc.gov/z3950/agency/zing/srw/dc-schema.xsd, and it defines a root, srw_dc:dc It imports http://dublincore.org/schemas/xmls/simpledc20021212.xsd for defintion of the individual dc elements, whereas before it imported http://www.loc.gov/z3950/agency/zing/srw/dc-elements.xsd, similarly for definition of the individual elements.
