But there *is*, or *was*, a reason! At least I thought so, that we want our
dc elements to be simple strings with no attributes allowed.  (If that's not
true then I'll make the change.)  I thought we didn't want to allow, for
example:
<dc.title xml:lang="eng">  titlexxx </dc.title>

Do we want to allow this?
