Sorry, but the standard begs to differ. I stand by my position that base
urls may not contain part of the query.
1. OpenURL
The OpenURL syntax is described here as an HTTP GET request of the form:
OpenURL ::= BASE-URL '?' QUERY
QUERY ::= DESCRIPTION ( '&&' DESCRIPTION )
