Right, so we can return diagnostic 12 /and/ the records. Some
implementations might see 12 as fatal and not return any records, but that
would be their choice. Other servers can return the records without a
diagnostic.
Not very deterministic as far as a response goes, but the most useful I
think in terms of allowing servers to 'do the right thing' as appropriate
to the server.
