Is there a proposal, and if so is it:
(a) add a "persistent identifier" to the list of metadata elements at
http://srw.o-r-g.org/schemas/rec/1.0/, or
(b) add a <persistentIdentifier> element to the sequence (<recordSchema>,
<recordData>, <recordPosition>) for recordType in the wsdl at
http://lcweb.loc.gov/z3950/agency/zing/srw/srw-types.xsd  ?
