Not least of all because under your interpretation Ralph's implementation is still wrong (since BasicIndex is not "from any context set you know" since it isn't in a context set and leads to the somewhat silly situation that Ralph has to create a context set (say OCLC) containing an index OCLC.BasicIndex so that the server can "know" this index but not expose it.
