Pool 5 Drawdown
POOL 5 DRAWDOWN TERMINATED
|
The 2006 Pool 5 drawdown for habitat restoration has been terminated. Recent bathymetric surveys of the main channel in Pool 5 indicate that there has been some in-filling of the channel at key locations, which would make it difficult to maintain the authorized Nine-Foot Channel if the pool were in drawdown mode. This would pose an unacceptable risk to commercial navigation.
After consultation with key internal and external technical experts, the drawdown team believes that the benefits of continuing the drawdown are outweighed by the potential for negative impacts on commercial navigation.
The drawdown began on June 12, 2006, as scheduled. The drawdown reached the target of 1.5-foot at LD 5, and 0.5-foot at the Alma, WI gage (primary control point) on June 26, 2006. Shortly thereafter, operation was shifted to primary control due to low and declining river flows, and we began raising the pool elevation at the dam.

There was a channel closure in Pool 5 at the Lower Zumbro River due to the grounding of a tow on Saturday, July 8, 2006. A pilot channel was dredged over that weekend and navigation resumed Monday, July 10, 2006.
Because the pool was very near normal pool elevations with minimal drawdown at the time of the grounding (less than 0.2-foot), the drawdown had no effect on this grounding. The channel closure was not a result of the low flow conditions. The pool was in normal pool regulation mode by July 9, 2006. The drawdown lasted 27 days.
The extensive monitoring program for mussel impacts and vegetation response are continuing as planned. We expect to gain critical, valuable information on the effects of the 2005 and 2006 drawdowns in Pool 5 through this monitoring.

The Water Level Management Task Force will meet in the near future to discuss the 2006 Pool 5 drawdown, and possible plans for future drawdowns in Pool 5.
