The Human Capital Branch contributes to the overall MRP human resources management program by leading the mission area efforts in support of the Strategic Management of Human Capital Initiatives. This includes overall responsibility for execution and policy development on human capital planning, workforce and succession planning, performance system management and culture, awards, and accountability systems. In addition, the Branch has responsibility for executive resources (Senior Executive Service and Schedule C recruitment, appointment, compensation, security investigations, awards, performance) and provides policy guidance on the intergovernmental personnel act (IPA) program.
