We did intend <county> to be used for anything that calls itself a county, like US counties, as well as for those that are like England's counties that are more the equivalent of states in the US. The definition "largest local administrative unit" applies in the US (although "local" isn't exactly defined-- county is still below the state). Maybe we need to rethink the definition to make it clearer. We were trying to give guidance for various geographic entities outside of the US.
