Andy -- the use of max and min with Choice is used all over the world,
for example
<choice minOccurs="2"maxOccurs="2">
<element name="x"/>
<element name="y"/>
<element name="z"/>
<element name="w"/>
</xsd:choice>
means pick 2 from x,y,z,w

In MODS we have several instances of
choice maxOccurs="unbounded"
