We've talked a little bit more about the issue of how to
indicate level of a government publication. Andrew Switala
brought up the fact that it belongs in originInfo, and I tend to agree. It
is specifically about the issuance of the resource. We could put it into
genre, but originInfo is probably a better fit. I would prefer to define a
new element rather than force into something else, so would suggest a new
element under <originInfo>:
governmentOrigin
attribute: authority
One value of authority could be "marc" and we could use the list of
values from MARC 008/28:
Autonomous or semi-autonomous component
Multilocal
Federal/national
International intergovernmental
Local
Multistate
Government publication--level undetermined
State, provincial, territorial, dependent, etc.
Unknown if item is government publication
Other
Other authority lists could be used of course.
There would still be the term "government publication" to be used in
<genre>; the level of government publication could then be specified in
this new element.
