Period defaults to W3C format. Otherwise, since the scheme attribute is
not enumerated, the encoding is essentially uncontrolled. Specifying
encoding="http://purl.org/dc/terms/Period" on a MODS date element would
then be equivalent to encoding="w3cdtf" or no encoding attribute at all.

Oops, I really meant to say: How about dcterms:Period known by
the URI
http://purl.org/dc/terms/Period, but I think it still makes the "point".
