I have another question:

Earlier we'd discussed the feasibility of including markup in titles.
For example:

<title>A Title with <quote>A quote</quote></title>

The question, then:  can't I just attached the xhtml namespace to the
title element and do this without needing to rely on explicit MODS
support?
