008 pos. 23 (and equivalents for some material types) contains adequate
means for coding electronic form for all material types where the electronic
format is just one kind of manifestation, not intimately connected to the
work itself. So statistics can be gathered, anyhow, although the parameter
may be a little more complex.

The updates of MARC21 format (Leader 06) emphasize that eg. electronic
material is coded according to the contents of the material (c - Notated
music includes microform and electronic notated music etc.) and not as a
copmputer file.
Library systems often use Leader 06 to limit searches or to gather
statistics. How it is supposed the international statistics concerning
electronic resources to be gathered if Leader 06 = m is not used? And
how the searches are supposed to be limited to elctronic resources if
there is no unic code?
There is even a need in Finland to have a special code for internet
resources to MARC21 to limit searches and to gather statistics to that
huge area. But it seems very unlikely to have that kind of unic code if
even Leader 06 = m is supposed to be used only when "most significant
aspect cannot be determined"?
