It has been in the making since 1997. German and other
European libraries and utilities have been using the technique since the
1960s, and we cannot properly adopt MARC 21 as long as it does
not have this technique. We would have to fudge it ourselves, as some
libraries have already done, in different ways.

It was decided last winter that guidelines would be written that present
using the control character technique for indicating nonfiling characters,
particularly initial articles, in a limited number of fields (e.g., 246, 7XX
subfield $t). These guidelines are in the process of being developed and
will be posted on the MARC website and included in the MARC 21 format.
