Can't argue with anything that's been said so far. I'd like to point out the ostensible similarity between the need addressed in this proposal (masking certain fields from public access) and that already provided in the bibliographic format by the 355 field. If the 355 definition of bibliographic field 355 were expanded to allow for field-level marking (the 355 field linked to the fields it controls with subfield $8), then this field could simply be repeated in the holdings format.
