Subject: Food Stamp Provisions of the Farm Bill

On May 13, 2002, the President signed Public Law 107-171. Attached is an implementing memorandum describing the certification and demonstration project provisions from Title IV of Public Law 107-171, the Food Stamp Reauthorization Act of 2002. Additional memoranda will be forthcoming concerning the quality control and employment and training provisions. Regulations reflecting revisions to the Act made by Public Law 107-701 will be published as soon as possible. Please forward the attached memorandum to your State commissioners.

Please keep us advised of any implementation problems and advise us of which options States choose to adopt.
