Electronic Benefits Transfer (EBT) is a system which makes the issuance of Food Stamps and TEA (cash) benefits faster and easier through the use of electronic transactions.

Using their Arkansas EBT card, recipients can access their TEA benefits at participating Automated Teller Machines (ATMs) and Point of Sale (POS) devices displaying the Quest mark.  Food Stamp benefits can only be used to purchase eligible food items at FNS authorized stores displaying the Quest mark.  Quest is the funds transfer network by which most EBT transactions are routed.

Electronic Benefits Transfer (EBT) provides multiple advantages for everyone:

  • Improves Service-Recipients are no longer stigmatized as purchases are made with a conventional plastic debit card.
  • Offers greater security-Recipients no longer have to carry large sums of Food Stamps or proceeds from cashing a single check.
  • Retailer Customer Service-EBT transactions are faster and more efficient.  Plus, all of the Food Stamp dollar is spent on food since no change is given.
  • Fraud Detection-Improves the government’s ability to identify and track both store and recipient fraud through EBT’s detailed audit trail.
