2010-2011 Legislative Appropriations Request

HHSC has submitted its Legislative Appropriations Request (LAR) for Fiscal Years 2010-2011. The agency’s baseline request totals $37.7 billion, including $15.5 billion in state funds. HHSC also is submitting requests for 18 exceptional items that total $4.8 billion. [LAR 2010-2011]

New Law Promotes Free Marriage Education Classes

HHSC is spreading the word about a new state law, which takes effect Sept. 1, that encourages couples to attend free marriage education classes. House Bill 2685 increases the marriage license fee to $60. However, the fee will be waived for couples who complete an eight-hour premarital class, and those couples can forgo the 72-hour waiting period to get married. [Marriage Education]

Texas Submits Waiver Request Health Care Reform

Texas has submitted a waiver request to get federal approval for a health care reform plan to provide more people with insurance, reduce reliance on expensive emergency room visits for basic care, and make it easier for the working poor to buy into employer-sponsored health coverage. The cornerstone of the Texas plan is a Health Opportunity Pool trust fund that will provide premium subsidies to low-income adults. [Health Care Reform Homepage]

Integrated Care Management Program to Begin in 2008

The Integrated Care Management (ICM) program is an innovative Texas Medicaid managed care program designed to address the complex care needs of people with disabilities or who are 65 or older in the Dallas and Tarrant service areas. [Integrated Care Management]

Health-care Program for Children in Foster Care

HHSC is launching STAR Health, a new health-care program to improve services and better coordinate care for children in foster care. STAR Health will begin enrolling participants in March 2008. [STAR Health]

Nurse-Family Partnership

HHSC is establishing Nurse-Family Partnership programs in communities throughout the state. Through this program registered nurses make home visits to low-income, first-time parents during pregnancy and until the child turns 2 years old. The nurses focus on the mother's health and the child's development. Organizations interested in providing these services can apply for a competitive grant and attend technical assistance meetings. CHIP Perinatal Coverage

The Children's Health Insurance Program (CHIP) perinatal coverage provides prenatal care for the unborn children of low-income women who do not qualify for Medicaid. [CHIP Perinatal Coverage]

Women’s Health Program

Consumer Direction Workgroup Now Accepting Applications

Individuals who use or may use consumer direction for their long-term services and supports, their parents and guardians, service provider, and advocates are invited to apply for membership on the Consumer Direction Workgroup by January 19, 2009.  The workgroup helps the health and human services agencies develop options for greater consumer control of their home-based, long-term services and supports such as personal attendants and respite care providers.
