To access ePermits, and submit a Plant Protection and Quarantine (PPQ) permit application, you must have a level 2 e-Authentication account. e-Authentication is a registration process that enables customers to access USDA Web applications and services via the Internet.
The USDA eAuthentication system supports different levels of authentication. ePermits currently supports Level 2 users for all permit application types and Level 1 users for selected permit application types. Login to ePermits for more information.

Passwords: If you are experiencing problems with your eAuthentication password or if you should need your password reset, please contact the APHIS eAuthentication Help Desk at

Contact the APHIS eAuthentication Help Desk if you have forgotten your password or if you need help resetting your password. For assistance, call 1-866-794-2827 (U.S. toll free) or 1-919-855-7888 (international).
Important: Contact the help desk before your third failed log-on attempt. Otherwise, you will need to wait 1 hour before the password can be reset.
