Education Secretary Rod Paige discusses new policies to help children new to this country while giving schools greater flexibility.

Transcript: Like all children, they're capable of academic success and should be held to high standards. At the same time, we recognize that English language learners have some unique instructional needs. And under No Child Left Behind we're taking meaningful steps to improve education for them.

Transcript: Every child must be measured. What we provide here is a different way that they can be measured but we need to know where they are in order to know how much work we've got to do in order to help them get where we want them to be.
