However, if the articles in 1 above do not address your questions, look at this article which explains the inter-relationships of the monthly transactions data with those collected by the Foreign Portfolio Investment Benchmark Surveys, discusses the strengths and weaknesses of the two data collection systems, and gives valuable advice to those using data from both systems to construct ongoing estimates of cross-border securities holdings.
