FACT SHEET:
Compassion Capital Fund

Purpose: To expand and strengthen the role of faith-based and community organizations in their ability to provide social services to low-income communities.

Uses: The Compassion Capital Fund (CCF) consists of three grant programs:

  1. The CCF Demonstration Program funds intermediary organizations that serve as a bridge between the Federal government and smaller faith-based and community organizations by providing them with training, technical assistance, and capacity-building sub-awards.
  2. The CCF Targeted Capacity Building Program awards one-time capacity-building grants directly to faith-based and community organizations.
  3. The CCF Communities Empowering Youth Program funds experienced organizations that build the capacity of their collaborating faith-based and community partners that together are providing alternatives to gang involvement, youth violence, and child abuse and neglect and generally fostering positive youth development.

Type of Grant: Competitive discretionary grants.

Eligible Recipients:

  • CCF Demonstration program: Non-profit organizations, for-profit organizations, tribal government organizations, public agencies, state and local governments, and colleges and universities.
  • CCF Targeted Capacity Building program: Non-profit organizations other than institutions of higher education.
  • CCF Communities Empowering Youth program: Non-profit organizations, for-profit organizations, tribal government organizations, and colleges and universities.

Legislative Authority: The CCF program is operated under the Secretary’s Demonstration and Research Authority (Section 1110 of the Social Security Act).

Program Characteristics:

CCF Demonstration Program (Intermediary Program):

  • Organizations funded under this program, called Intermediaries, serve as a bridge between HHS and smaller faith-based and community organizations.
  • Intermediaries assist smaller faith-based and community organizations to improve effectiveness and organizational management, developing and training staff, expanding the types and reach of social service programs, and accessing and managing funds from diverse sources, including Federal funds.
  • In FY 2008, ACF provided over $17.5 million in continuation awards to 37 intermediary grantees under the Demonstration Program. No funding was available for new awards.

CCF Targeted Capacity Building Program (Mini-Grants):

  • The Targeted Capacity Building program funds faith-based and community organizations with one-time awards to increase their capacity to serve targeted social service priority areas.
  • In FY 2007, ACF provided over $10.3 million to 219 faith-based and community organizations. No funding was made available for new mini-grants for FY 2008.

CCF Community Empowering Youth (CEY Grants):

  • CEY grantees assist their collaborating faith-based and community partners to provide alternatives to gang involvement, youth violence, and child abuse and neglect and generally to foster positive youth development.
  • CEY funding is used by the lead organization and its partnering faith-based and community organizations to increase the overall organizational sustainability and capacity of the collaboration and its members through technical assistance and training.
  • In FY 2008, ACF provided over $30 million in continuation awards to 131 CEY grantees. No funding was available for new awards.

CCF National Resource Center:

  • The CCF National Resource Center provides capacity-building support at the national level by working directly with organizations funded under CCF’s three programs, serving as an expert resource regarding capacity building, faith-based and community initiatives, and promising practices. The center also serves as a developer, repository, and distribution center for information, tools, and resources needed by faith-based and community organizations and organizations that work with them to improve their capacity, knowledge, and skills.
