New nominations to the Joint Public Advisory Committee

Recent appointments by Mexico and Canada complete the membership of the Joint Public Advisory Committee (JPAC), the independent volunteer body that provides advice and public input to Council on any matter within the scope of the North American Agreement on Environmental Cooperation.

David Anderson, Canada’s Minister of the Environment, appointed two new members:

  • Ms. Ann Bourget of Quebec City, president and executive director of Vivre en ville, a nongovernmental organization working to heighten public awareness of the principles of sustainable development through territory planning; and

  • Ms. Merrell-Ann Phare of Winnipeg, the executive director and legal counsel to the Centre for Indigenous Environmental Resources (CIER), an organization created to establish environmental capacity-building initiatives for First Nations.

Two members appointed by Victor Lichtinger, Mexico’s Secretary for Environment and Natural Resources, are:

  • Mr. Gustavo Alanís-Ortega, president of the Centro Mexicano de Derecho Ambiental (Mexican Environmental Law Center—CEMDA), a public-interest environmental law firm based in Mexico City; and

  • Ms. Laura Silvan de Durazo, director of the Proyecto Fronterizo de Educación Ambiental, A.C. in Tijuana, Baja California, an organization dedicated to strengthening citizen participation in environmental management.

These appointments complete the five-member delegations of Canada and Mexico, bringing JPAC to its full complement of 15 members, listed below.
