TO: CCDF TRIBAL LEAD AGENCIES, AND OTHER INTERESTED PARTIES

SUBJECT: Child Care and Development Fund (CCDF) Annual Report (Form ACF-700 and supplemental narrative) 

REFERENCES: The Child Care and Development Block Grant Act of 1990 , as amended by the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (P.L. 104-193) and the Balanced Budget Act of 1997 (P.L. 105-33). 

PURPOSE: This Program Instruction provides Tribal Lead Agencies with the instructions for completing the CCDF Annual Report. 

Tribal aggregate information on services provided through the Child Care and Development Fund is required annually. Tribal Lead Agencies will continue to use the Child Care Development Block Grant ACF-700 form for reporting on CCDF services. The instructions for the ACF-700 are attached. Also included is guidance on submitting supplemental information which is not collected by the form. 

Tribal Lead Agencies will include information on all children served under the CCDF Discretionary and Tribal Mandatory funds (and the remaining Child Care Development Block Grant funds) on page 1 of the report. On page 2, only information on the remaining federal fiscal year (FFY) 1994, FFY 1995 and FFY 1996 Child Care Development Block Grant funds should be reported.

DUE DATE: The CCDF Annual report is due by December 31, 1997, and annually thereafter. Tribes are required to submit annual aggregate data appropriate to tribal programs as they have previously in the Child Care Development Block Grant program.

Tribal Lead Agencies may submit a hard copy of the report, but are encouraged to submit the report using compatible electronic media, including diskettes or e-mail. The form may be downloaded in electronic format from the Child Care Bureau's Web site. Spreadsheets and word processing formats may be transmitted attached to an e-mail message.
