| Our Head Start Progran serves ESL families that speak at least twenty diffefent languages. The LEA that servesour area does not have therapists or evaluators that speak our families languages. Also, the LEA has a policythat states children with limited English proficiency should not be referred for Special Education evaluation for at least three years. Because of these challenges, our families seek evaluations and therapies through private agencies so that their children receive the necessary special education services.Since the LEA is not meeting their obligations for determining IEP's for our ESL children, why can't we count children receivng private in our 10% disability numbers?
