Head Start Performance Standards, 45 CFR Sec. 1304.52 Human resources management states the following:(4) Mental health services must be supported by staff or consultants who are licensed or certified mental health professionals with experience and expertise in serving young children and their families.The question on the HS Monitoring Protocol FY 2009 asks the following: Are content area experts assigned to oversee mental health services licensed or certified mental health professionals with experience and expertise in serving young children and their families. There is a profound difference in what is codified in the Performance Standard and what has been configured as a question in the FY 2009 Monitoring Protocol to determine compliance with that Performance Standard. Our Agency operates a relatively small program has a content area expert that are specializes in infant toddler mental health and a content area expert that are specializes in preschool mental health. Each has over twenty years experience in the field and a master’s degree in mental health. They are both recognized in the State and in the local community as possessing very high levels of expertise, skill and experience. They are supported by clinical psychologists, licensed clinical social workers and licensed mental health therapists. But neither of them have a State license.According to the Monitoring Question our agency would be out of compliance.According to the Performance Standard the agency would be in compliance. There is a clear conflict in the wording of the Pereformance Standard and the wording of the monitong queston used to determing compliance.This is a problem
