HUD CHP Screening Tool
The HUD CHP Screening Tool was developed under a collaborative effort between HUD and Energy as a tool to evaluate combined cooling, heating, and power in multi-family housing. A new Version 2.1 has been posted to expand the scope of the evaluation.

These two guides were produced as part of the implementation by HUD and DOE of the HUD Energy Action Plan. Initiative Number 20 in that Plan commits HUD to promote the use of combined heat and power in housing and community development

HUD Faces Many Challenges when It Comes to Energy Policy

First, Utility bills burden the poor and can cause homelessness. The burden on the poor is more than four times the average 4% others pay. 26% of evictions were due to utility cut-offs in St. Paul, MN.

Second, HUD programs are affected by energy costs. Public Housing utilities cost more than $1 billion per year.

Third, Energy costs affect economic development. Importing fuel drains millions of dollars from local economies.
