We, the environment ministers of Canada, Mexico and the United States, members of the Council of the Commission for Environmental Cooperation (the "CEC" or "Commission"), met for our annual regular session on 24 and 25 June 2003. We reviewed activities of the Commission over the past year and received input and advice from the Joint Public Advisory Committee ("JPAC") and the public.

Our discussions encompassed a number of important topics within the context of North American regional environmental cooperation.
