STATE SPENDING UNDER THE FISCAL YEAR 2005 APPROPRIATION

FY 2005 Highlights  

This summary provides cumulative information obtained from State financial reports submitted for the FY 2005 CCDF appropriation showing cumulative expenditures through September 30, 2006. The FY 2005 State reports detail expenditures from each of the CCDF funding streams (Mandatory, Matching, and Discretionary), as well as funds transferred from the Temporary Assistance for Needy Families (TANF) program to CCDF in FY 2005. Included are expenditures for administration, quality activities including Congressionally-mandated Targeted funds, and direct and non-direct services.

NOTE: A footnote has been added to Table 5b – Matching State Share to reflect amounts reported by States above the non-Federal share match amount required to draw down the full allotment of Federal matching funds. This amount is considered to be “excess” non-Federal share or excess State matching funds. States have two years to liquidate matching funds, therefore any excess State matching amount can be identified at the end of the 2 nd fiscal year following the grant award. In FY 2005, three States reported expenditures of State funds above the non-Federal share amount required to draw down their full allotment of FY 2005 Federal Matching funds - California, Delaware, and Iowa reported "excess" State matching funds totaling $166 million.
