State Children's Health Insurance Program: Program Structure, Enrollment and Expenditure Experiences, and Outreach Approaches for States That Cover Adults, Highlights (PDF)

Summary: This document summarizes 2006 findings from a study by the U.S. Government Accountability Office (GAO) concerning how 10 States that cover adults in the State Children’s Health Insurance Program (SCHIP) structure their programs. Data indicate that enrollment and expenditure experiences with adult coverage varied widely across the States reviewed. Overall, adults accounted for about 54 percent of total SCHIP expenditures in 9 of the States. The States used three approaches in their outreach efforts: (1) targeting hard-to-reach populations, (2) targeting families instead of adults specifically, and (3) relying on new and established partnerships to locate and enroll all eligible individuals. Most States said they relied on new and existing partnerships with entities that regularly come into contact with families in their efforts to find and enroll eligible individuals.
