Human Resources Division (HRD) - Mission

The mission of MRP Human Resources Division is to provide quality human resource programs in support of the missions of USDA's Agricultural Marketing Service, Animal and Plant Health Inspection Service, and Grain Inspection, Packers & Stockyards Administration.

To accomplish our mission, we:

  • Develop, provide, and interpret HR policy and information;
  • Provide management advisory and consultative services;
  • Research and design HR programs and systems; and
  • Evaluate the effectiveness of HR programs.
  • Administer operational HR services, such as:
  • Classification services - position classification, position management, and organizational design.
  • Employment services - recruitment, merit promotion, and reduction-in-force.
  • Benefits services - Retirement, Thrift Savings Plan, health/life insurance, and benefits open seasons.
  • Pay/leave administration services - pay/leave entitlements, leave transfer program, tours of duty, time and attendance assistance, salary payment problems, and garnishments.
  • Personnel/payroll processing services - SF-52 and payroll action input (including SES/Schedule C), security clearances, and OPF maintenance.
