Summary: This report presents findings from the 2004 State child care regulatory agency survey to update and expand the family child care regulatory information published in the 2003 family child care licensing study. The report’s introduction presents methodology, defines study terminology, and lists family child care regulatory requirements for each State, the District of Columbia, Puerto Rico, and the Virgin Islands. A summary of the survey questions and responses, including responses regarding number of family child care providers within States, regulation and caregiver requirements, provider/child ratios, and tiered reimbursement is also provided. Following the introduction, family child care regulatory profiles and requirements are presented for each State and Territory. Information on family child care homes (small, group, and large) is organized into the following 23 categories: number of regulated homes, definitions and regulatory requirements, unannounced inspection procedure, tracking of license denials or revocations, complaint procedure, provider qualifications, provider training and orientation, discipline policy, emergency medical consent policy, environmental policy, immunization policy for children, national life safety fire code policy, nutrition policy, smoking policy, before and after school programs, infant care programs, programs for children with disabilities, sick child care programs, tiered reimbursement for subsidized children, transportation policies, zoning regulations, available resources, local contacts, and pending/new legislation. Regulatory offices and contact personnel are listed for each State and Territory.
