Using Portfolio-Based Assesment (Assessment) to Accelerate Credentialing

Summary: This paper describes portfolio-based prior learning assessment (PLA) for accreditation with a degree program. The strategy is offered as a tested means to identify and accredit quality learning and facilitate the credentialing of quality teachers to meet the increasing need for early childhood education teachers. Career Lattice as a conceptual framework for early childhood professional development provides the backdrop against which PLA can be viewed as a viable strategy for training more early childhood education teachers. The major issues and barriers to portfolio-based PLA are described. Barriers to PLA program establishment in the United States include: economic fears of traditional academicians, concerns about quality assurance, learner resistance to rigorous procedures and to costs, and insufficient administrative support. Basic scenarios are presented from New Mexico, California, and North Carolina that incorporate portfolio-based PLA strategies. A glossary of terms and a bibliography are included.
