Instructions for Refugee State-of-Origin Report
(Form ORR-11)

Requirement: 
This report is required under 45 CFR 400.28(b) to meet the legislative requirement that ORR "compile and maintain data on secondary migration of refugees" (Section 412(a)(3) of the Immigration and Nationality Act, as added by Public Law 97-363) and to meet ORR's needs in refining refugee population estimates by State.  Failure to provide these data may result in delay, suspension, or termination of grant support.

Instructions
The attached table shows the allocation of the first three digits of social security numbers (SSNs) issued in the various States and territories.  Please report the number of secondary migrants whose SSNs fall into each of these numeric ranges.  You need not report the number of refugees whose SSN indicates initial resettlement in your State.

A secondary migrant, for the purposes of this report, is a refugee or entrant who

(1) has resided in the U.S. for 36 months or less as of the reporting date  and

(2) has migrated into the State and currently resides there.

The State must provide ORR with an electronic file which documents that the refugee or entrant is a recent secondary migrant. States may use rosters of RCA, RMA, TANF, SSI, Medicaid, and GA recipients as well as lists obtained from social service providers. The State must clearly label each file to indicate the date and source of the data and must have in place a system of identifying and removing duplicate entries. At a minimum, the State must provide the A-Number, name, social security number, date of birth, and date of arrival in the U.S.  The documentation provided will be matched against ORR’s Refugee Arrivals Data System (RADS) to ensure that only valid secondary migrants are credited to States, based on the RADS-recorded State of initial resettlement data. Insufficient supporting information or failure to reply to a request for such information may result in rejection of the State figures with no credit granted for secondary migration.  The State must delete the name of any refugee known to have left the State. 

Note:  Do not use this form to report on asylees and do not include asylees in the documentation.

Submission: 
This report is to be submitted on an annual basis each October 31st, reporting data as of September 30th. Send the original and one copy to the Data Unit—Eighth Floor West, Office of Refugee Resettlement, 370 L'Enfant Promenade S.W, Washington D.C. 20447, Attn:  Lula Tiggle.
