SUBJECT: ORR Torture Survivors Program Eligibility Determination Guidance: Information

The Administration for Children and Families (ACF) Office of Refugee Resettlement (ORR) recognizes the importance of ensuring consistency and accuracy in determining eligibility for services under the Torture Survivors Program. Attached is guidance for use by program grantees to aid in the understanding, interpretation, and application of the U.S. statutory definition of torture as cited in the Torture Victims Relief Act (Pub. L. No. 105-320).
