Streambank Protection: Section 14, Barnes County, Kathryn, North Dakota
Location/Description
|
County Highway 21 is located in Barnes County, North Dakota, just north of Kathryn, N.D. The county requested that three locations be evaluated for inclusion under the Section 14 project. The three locations along the highway are at risk from streambank erosion caused by the Sheyenne River.
At the southernmost location, bank erosion has progressed to within 5 feet of the roadway surface, and damage to the roadway is imminent. Approximately 600 feet of bank will need armoring to protect the roadway. Costs for relocating the road away from the riverbank are also being evaluated. Section 14 funding cannot be used for roadway relocation, if that is determined to be the most feasible solution.

The second location is approximately 3 miles farther north on Highway 21. At this location, the bank erosion has progressed to within 10 feet of the roadway. The upper part of the bank has more substantial vegetation, but the toe consists of sandy material and erodes easily.
At the third location, the riverbank is not as tall and appears to be more protected than the other two locations.

Status
|
Feasibility planning work was ongoing in fiscal year 2007. Barnes County submitted the initial Section 14 request in August 1998. Funding to initiate planning was provided in July 2006. A site visit occurred in August 2006.
If a federal interest is identified and if federal funding is provided for the design and implementation, a project cooperation agreement would need to be executed between the St. Paul District and the non-federal sponsor.

Feasibility planning work is at 100-percent federal cost up to $100,000. Feasibility costs above this amount would be shared evenly with the non-federal sponsor once a study agreement is executed. The design and implementation phase of the project would be cost shared at 65-percent federal and 35-percent non-federal.
