Technical Assistance Providers

In order to assist ORR-funded agencies in providing the highest quality in services, ORR has funded a number of technical assistance grants to organizations with expertise in a particular area. Technical assistance providers can help in a number of ways, depending on the provider’s time and funding constraints and the recipient agency’s particular needs.

Listed below are all currently funded technical assistance providers. If you have questions about the Technical Assistance program, please contact Laura Barker (laura.barker@acf.hhs.gov) in the Division of Community Resettlement at ORR.

Asylee Hotline (for asylees only)

Catholic Legal Immigration Network, Inc. (CLINIC)

The Catholic Legal Immigration Network, Inc. (CLINIC) operates an asylee hotline that provides outreach and service access to individuals granted asylum.  Multilingual operators are available to speak with asylees who may be uncertain about where to receive benefits and services.

Child Welfare

US Conference of Catholic Bishops, Bridging Refugee Youth and Children Services (BRYCS)

BRYCS provides technical assistance activities to support service providers for refugee children, youth, and their families. BRYCS provides one-on-one consultations, training and conference presentations, and access to the only website focused specifically on migration and child welfare.

Citizenship and Civic Participation

Catholic Legal Immigration Network, Inc. (CLINIC)

CLINIC offers on-site trainings, conference call trainings, telephone consultations, toolkits, handbooks, and other resources for organizations that provide citizenship services and civic participation initiatives for refugees.

Economic Development (Microenterprise Development Program, the Individual Development Account Program, and the Refugee Rural Initiative)

ISED Solutions, Inc.

ISED Solutions, Inc. provides technical assistance to microenterprise development, individual development account, and refugee agriculture partnership grantees. ISED’s technical assistance includes site visits, workshops, and telephone and e-mail consultations.

Employment

RefugeeWorks (Lutheran Immigration and Refugee Service)

RefugeeWorks provides technical assistance to address refugee employment needs. RefugeeWorks presents at conferences across the country and also holds a number of workshops specific to state and agency needs.

English Language Training

Spring Institute for Intercultural Learning

The Spring Institute for Intercultural Learning provides English language training technical assistance to ORR refugee service providers.

Ethnic Community Self-Help Organizations

International Rescue Committee(IRC)

The International Rescue Committee (IRC) provides technical assistance, including site visits, workshops, and telephone and e-mail consultations.

National Alliance for Vietnamese American Service Agencies (NAVASA)

NAVASA works with nine selected gr antees th at have a need for capacity building. With these grantees, NAVASA develops str ategic plans aimed to build sust ain able organizations with robust resources and improved services.

Housing

Mercy Housing, Inc.

Mercy Housing Inc., provides technical assistance focused specifically on housing issues related to secondary migration and community integration, in addition to training for staff of refugee serving agencies.

Mental Health

Substance Abuse and Mental Health Services Administration (SAMHSA)

SAMHSA, located in the Center for Mental Health Services of the US Department of Health and Human Services, provides refugee mental health consultation and technical assistance. SAMHSA also responds to refugee admissions emergencies and provides technical assistance to increase collaboration between refugee service agencies and mental health providers.

ORR Special Initiatives (Wilson/Fish, Preferred Communities, Integration Initiative)

ISED Solutions, Inc.

ISED Solutions, Inc., provides support to the ORR Director’s special initiatives in a number of areas, including the Wilson/Fish program, the Preferred Communities program, and the Integration Initiative.

Torture

National Capacity Building Project for Specialized Torture Treatment Centers

The Center for Victims of Torture offers national technical assistance through resources, training, and networking opportunities specifically targeted to specialized torture treatment centers.

National Partnership for Community Training for Immigrant Service Providers

Gulf Coast Jewish Family Services provides comprehensive community needs assessment and training in areas of the country where no torture treatment centers exist.
