SUBJECT: Matching Grant Program CY 2003 Continuation Applications

The Office of Refugee Resettlement (ORR) is accepting non-competing continuation applications from agencies with CY 2002 Matching Grant (MG) awards with current budget periods that expire December 31, 2002.

Enclosed you will find the CY 2003 MG continuation applications and the MG Guidelines effective for CY 2003.  An application checklist is included at the end of the program announcement for your convenience.

No changes have been made to the MG guidelines. ORR expects to make available $50 million for MG services in CY 2003.   Your budget should be based on current level of activity and should not exceed 15% over the projected number of actual enrollments for CY 2002.  Be advised that ORR intends to base future funding in the Matching Grant program on the ability of the agencies to meet the self-sufficiency goals of the program.

Please note that funds projected as unobligated may only be carried forward with ORR's approval.  Requests to carry funds forward must be accompanied by a Standard Form 269 projecting unobligated funds as of December 31, 2002.  Note that obligations should reflect projected enrollments for CY 2002 into the MG program and requests for carrying forward funds should reflect unobligated funds only.  With the "50% Solution" in effect for CY 2002, agencies may retain up to $1,000 per unfilled slot up to the total projected number of enrollments for CY 2002, for which the agency has made the match. Your request to carry forward funds should reflect the total number of enrollments for CY 2002, the total amount retained under the 50% solution and an identical amount to be carried forward, and any other balance of unobligated funds, if any. 

Continuation grants will be awarded subject to the availability of funds, satisfactory progress of the grantee, and the determination that continued funding would be in the best interest of the government. Awards will be made for a one-year budget period, January 1 through December 31, 2003.  All program and financial reports must be current in order for a new award to be granted.

Continuation applications for the (MG) program are due 45 days from the date of this letter.  

An application with an original signature and two copies must be submitted.  Applications should be mailed to the following address:
