Cuyahoga County (Ohio) Early Childhood Initiative Evaluation and Research Project: Interim Report (PDF)

Summary: This document describes the Cuyahoga County Early Childhood Initiative (ECI) in Ohio. The ECI was designed to help ensure that all children born in Cuyahoga County have every opportunity for a happy, safe, healthy start, so that they enter school capable of achieving their maximum potential. Targeting children from birth through age 5 years, and their parents, guardians, and caregivers, the ECI is centered on achieving 3 specific objectives: (1) to promote effective parenting, (2) to ensure children access to health care, and (3) to guarantee the availability of quality child care. Although it is too early to assess the Initiative’s full impact on the target populations, preliminary statistical indicators of the well-being of young children are encouraging, and there is significant evidence of positive systemic change. Optimistic trends are noted for: abuse and neglect, health insurance coverage, poverty rate, regulated child care, preschool attendance, and death rate. Appendices include: (1) “ECI Operations Management Committee,” (2) “ECI Partnership Committee,” (3) “Early Childhood Initiative Documents,” (4) “Total Technical Support Visits – Years One and Two,” (5) “Example of One Item From the Family Day Care Rating Scale,” and (6) “Quality Ratings of a Sample of Family Child Care Homes based on the Family Day Care Ratings Scale.”
