Rewards and Roadblocks: How Special Education Students are Faring Under No Child Left Behind (PDF)
By National Center for Learning Disabilities , Ed.
2007

Summary: This report explores how special education students are faring under No Child Left Behind (NCLB). This report looks at specific requirements of NCLB and their impact on students receiving special education supports and services. Almost 14 percent of this nation’s school-age children receive some level of additional support through special education. Special education students are expected to meet the same State educational standards as all other students. Black students represent more than 20 percent of those receiving special education yet make up only 17 percent of public school enrollment. The special education designation also includes a disproportionate number of children in poverty. The participation requirements of NCLB have clearly resulted in improvements in the rate at which students receiving special education are included in State assessments; accountability for their proficiency on the assessments is another matter. Recommendations are offered to the U.S. Congress for the Reauthorization of the Elementary and Secondary Education Act of 1965 as amended by No Child Left Behind.
