December 4, 2008, Limited Slot Allocation Explanation

The purpose of this event is to explain the allocation method that FAA will use to determine which slots are to be retired and which slots are to be reallocated via auction for EWR, JFK, and LGA airports. The Limited Slot Allocation Explanation will be held at FAA headquarters, 800 Independence Avenue SW, Washington, DC in the FAA auditorium (3rd floor) from 1:00 to 4:00 p.m. (EST). December 5, 2008, Bidder Seminar

The purpose of the Slot Auction Bidder Seminar is to provide information to all interested parties about how the slot auctions will work at each of the three New York airports. It will give attendees the opportunity to see how the auction process works. For example, how bidders will submit bids, how winning bids are selected, and how prices paid are derived. Attendees will also be invited to ask questions about the auction process. Speakers will include key individuals from the Federal Aviation Administration (FAA), and Power Auctions LLC and Market Design Inc. (PA/MDI), the auction manager. December 29, 2008, Slot List Posted

The Slot List will include all available slots on which auction participants may bid during the New York Slot Auctions.

December 30, 2008, Deadline for Expression of Interest Form

The Expression of Interest Form will be available beginning December 12, 2008. Bidders wishing to engage in bidding for slot leases at any of the three New York area airports must submit a signed "Expression of Interest Form" to FAA's auction services contractor (Market Design Inc./Power Auctions) by 5:00 p.m. (EST) December 30, 2008.

January 2009

January 8, 2009, Mock Auction

The purpose of the Mock Auction is to provide prospective bidders an opportunity to practice submitting bids and learn about the auction software. This event will be conducted over the internet, in the same manner as the actual slot auction. The Mock Auction is scheduled to begin at 10:00 a.m. (EST) and end at 3:00 p.m. (EST). Only eligible carriers may participate in this event. To be eligible, a carrier must submit an "Expression of Interest Form" by December 30, 2008, including a copy of its operating certificate and economic authority, as described in the final rules.

January 12, 2009, Slot Auction

The three auctions will be conducted over the internet to allow bidders to participate from remote locations. Bidders will have the opportunity to submit bids beginning at 10:00 a.m. (EST) and ending at 5:00 p.m. (EST). Each auction will be conducted as a sealed-bid second-price auction. During an auction, bidders can electronically submit a series of package bids, which detail the combinations of slots they wish to acquire and the maximum price they would be willing to pay for each combination. Each bidder may submit up to 2,000 different package bids at each of the three New York area airports. Once an auction is completed, the Auction Manager will determine the winning package bids and associated prices, and inform FAA accordingly. Subsequently, FAA or the Auction Manager will notify the winning bidders of the results.

Carriers must submit an "Expression of Interest Form" by 5:00 p.m. (EST) December 30, 2008, and have both appropriate operating certificates and economic authority, as described in the final rules, to be eligible.
