The Program Management Office develops the Funding Opportunity Announcement (FOA) and/or Requests for Assistance (RFAs) that accurately reflect program goals, requirements, and timetables. The Grants Management Office reviews and approves the FOAs and/or RFAs to ensure compliance with laws and regulations, as well as with sound business management practices.

Grant proposals are solicited from the public through FOAs or RFAs. Announcements describe the programmatic and business management requirements of the grant program. Announcements typically are published in the Federal Register, except announcements for many of the Department's research and research training programs, which are published in the NIH Guide for Grants and Contracts. HHS also publishes every FOA and/or RFA on Grants.gov along with 25 other Federal grant-making agencies.
