About Region 1

Our Mission

Region 1 will fulfill ACF’s mission of meeting the needs of children and families in a positive and productive environment, through visionary leadership, effective program integration, and responsible staffing.

ACF Region 1 serves Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont.

Profile

  • 6 States receiving funds for Child Welfare, Temporary Assistance to Needy Families, Child Support Enforcement, and Child Care
  • 7 Federally Recognized Tribes receiving Child Care funds
  • 78 Head Start Grantees serving 26,808 children – 1,411 children are supported with state funds
  • 39 Early Head Start Grantees serving 2,737 pregnant women, infants and toddlers – 111 children are supported with state funds
  • 38 Runaway and Homeless Grants serving over 40,000 youth

Organization

The Regional Office is located in Boston and is headed by a Regional Administrator who reports to the Assistant Secretary for Children and Families through the Director, Office of Regional Operations (ORO).  The Office of the Regional Administrator (ORA) coordinates issues that may have significant regional or national impact and contributes to the development of ACF national policy based on knowledge of the region.

The ORA works in partnership with the ACF Central Office Program Directors and the Regional Program Managers who are responsible for the Temporary Assistance to Needy Families (TANF), Child Welfare, Child Support Enforcement, Child Care, and Head Start/Early Head Start programs.  In addition, the ORA , in coordination with the ACF Central Office components, leads activities related to Community and Faith-Based Initiatives, Emergency Preparedness, and Healthy Marriage/Responsible Fatherhood, represents ACF to States, counties, cities or towns, and Tribal governments, and public and private local organizations in the region.  The ORA is responsible for activities to inform the public about ACF programs at the regional level in coordination with the ACF Office of Public Affairs and in conjunction with the DHHS Regional Director.
