Due to chronic instability, Haiti ranks eighth on the Fund For Peace Index of the failing states. Yet, Haiti is enjoying a period of relative tranquility and progress. Professor William Zartman and Dr. Stewart Patrick have just returned from meetings with President Préval and other Haitian officials. They will discuss the findings from their trip and their research on failing states and the U.S. national interest.
