Summary: This report presents an operational audit of the Florida School Readiness Program. The audit focused on the financial and operational aspects of the program. The School Readiness Program, as established by Section 411.01, Florida Statutes, is charged with preparing children for school while operating in such a manner as to enable parents to work and become financially self-sufficient. Approximately 70 percent of the program is funded from two Federal programs: Child Care and Development Fund (CCDF) and Temporary Assistance for Needy Families (TANF) block grant. Findings from the audit indicate a lack of guidance for the program, deficiencies in financial management, operations, and information technology practices, as well as instances of noncompliance with State laws and Federal regulations. The audit also disclosed control deficiencies at the Partnership, Coalition, Central Agency, and Fiscal Agent levels. Forty-four findings from the audit are discussed.
