Northwestern Regional Army Transformation Program
Contractors must have a current registration in the Central Contractor Registration (CCR)* prior to award of any contract. Lack of a current registration in the CCR database will make an offeror ineligible for award.
FedTeDS and FedBizOpps combined effective April 1, 2008
FedTeDS Vendor Accounts were moved over, but have to be 'activated' with a password reset.
- Go to https://www.fbo.gov/ the Vendor ID and click the Password Reset link; enter your old FedTeDS User ID. You'll get an email with the UserID and temporary password.
- Once you get the password reset email, you need to go to https://www.fbo.gov/ and enter in your login and password on the "Vendor" side.
- You'll get a message similar to the following:
"Your account has been found but requires a verification step before activation. An email has been sent to the account's email address. Please follow the instructions in the email to activate your account."
- Click on the link in the new message to be passed to the "Accept Terms" screen and then the update password screen. You can then reset your password to what you had before.
You will then be put in the new FBO screen for searching and reviewing solicitations. There are two levels of secured files -- public, which only needs your firm's CCR MPIN, and explicit access, for which you must submit a request and be approved by the contracting office before you can view files. If you were using FedTeDS before this change, your MPIN was submitted as part of the original FedTeDS account creation. Find it from when you registered or see your CCR POC to get it.
FedBizOps A list of Advertised solicitations. This a listing of solicitations that are issued or will be issued. The solicitation and any amendments are posted on the FedTeDS web site.
Planholder lists are available in FedBizOps. Registration to be placed on a planholders list is located within the synopsis link for the solicitation.
Contractors must register seperately for every solicitation.
All current and future solicitations are posted to FedTeDS.

ORCA Online Representation and Certification Application. Beginning January 1, 2005, the Federal Aquisition Regulation (FAR) will require the use of ORCA in Federal solicitations as part of the proposal submission process. A web-based system that centralized and standardizes the collection, storage, and viewing of many of the representations and certifications required by the Federal Acquisition and previously found in solicitations. You will need to review and/or update tour ORCA record at least annually in order to maintain its active status.
