In November 2002, CDC began a cooperative agreement with the Association of Schools of Public Health (ASPH) to develop “pre-event” emergency message content for terrorism events. This project, called the Pre-Event Message Development Project (PEMD), was precipitated by communication challenges identified after the 2001 anthrax attacks. Four university teams were selected to lead this multi-year communication research effort. The Saint Louis University School of Public Health concentrated their analysis, report writing and message recommendations on pneumonic plague.
